Electronic bicycles, or e-bikes, are becoming a common sight on New York roadways. Powered by electricity, usually through a lithium-ion battery, e-bikes have a motor that fully propels the bicycle or assists the rider with pedaling.

Know the rules

In New York, the same rules of the road apply to both e-bikes and human-powered bicycles. As such, e-bikes are not subject to the licensing, registration, or insurance requirements that apply to motor vehicles.

The same is true for the cousin of the e-bike – the electric scooter, or e-scooter. E-scooters have a step-through frame and, unlike a moped, have no pedals. 

New York’s requirements to operate a moped are like those for motorcycles. You must have a driver’s license and register your moped to use it on streets and highways.

Where to ride

E-bikes and e-scooters can be ridden on highways or streets across New York with a posted speed limit of 30 mph or less, including bike lanes. E-mountain bikes can also be used on designated natural surface trails. Operators are not allowed to use e-bikes and e-scooters on sidewalks except as authorized by local law. Municipalities can also further regulate their use. 

Safety first

New e-bike riders should take time to learn how the bike feels at lower speeds before going faster. Focus on braking earlier than you would on a slower-moving bike – especially when approaching stop signs and road crossings. Be careful mounting and dismounting as the added weight from the motor can cause the bike to tip unexpectedly.

Because e-bikes and e-scooters are powered by batteries, they can overheat and catch fire. Never use charging equipment that did not come with your device and do not continue to charge the battery once it is full. If your battery shows signs of damage, such as an unusual odor or change in color, have it repaired by a qualified professional.
